Kampala District is a district in Uganda that is coterminous with the country's capital city,Kampala. The district is named after the city. The main language spoken is Luganda. However many other languages are spoken, including: English,Swahili, Runyankole/Rukiga, Acholi and Lusoga.
Kampala District lies within the Kingdom of Buganda, in Central Uganda. The district is bordered by Wakiso District to the south, the west and the north and by Kira Municipality to the east. The coordinates of the district are:00 19N, 32 35E.
According to the 2002 national census figures, Kampala District had a population of approximately 1,189,100. The Uganda Bureau of Statistics estimated the population of Kampala at 1,597,900 in 2010. In 2011, the city's population is estimated at approximately 1,659,600.Kampala District is divided into five (5) administrative divisions:
- Kampala Central Division
- Kawempe Division
- Nakawa Division
- Makindye Division
- Lubaga Division
Each administrative division is independently administered by locally elected officials who report to the City Council Administration headed by an elected Lord Mayor. The current mayor of Kampala isAl Hajj Erias Lukwago.
Factors responsible for growth
Historical Factors
The beginning of Kampala is closely
associated with "Kibuga" Kabaka's seat at Mengo which was the capital
of Buganda Kingdom and a centre of both political
and economic power in the 19th and 20th centuries. The first foreign traders,
the Arabs (Zanzibaris) visited the Kabaka's court at Mengo in 1840's seeking
trade ties.
The establishment of the Imperial British East African Co.
(IBEACO) at Old Kampala hill near Mengo 1890 by Captain Lugard marked the
genesis of modern Kampala .
The construction of Capt. Lugard's Fort at "Old Kampala" hill served
as the initial headquarters of the British Administration in Uganda . Subsequently, the Asian
businessmen who followed the construction of "Uganda Railway" settled
around Capt. Lugard's Fort. Trading was first established by Indians in 1900 on
the lower slopes of Nakasero hill. Life for the trading community in the early
days was precarious but the gradual improvement in communications and
successful introduction of cotton enabled commercial interests to expand and
laid the foundation of Kampala as the commercial
centre of Uganda .
Geographical factors
The geographical factors were also important in the initial growth
of Kampala . It
has an excellent water supply from Lake Victoria
with a reliable food supply from the surrounding countryside. Its location
within the fertile crescent of Uganda
in the most densely populated part of the country provided a sizeable market
for goods and services. The temperatures are moderated by the cool lake
breezes. Kampala being hilly, the Nakivubo
channel and the Kitante
Valley provided natural
and excellent drainage system that discharge into the lake Victoria.
Improvement in communication and growth in
commerce.
Given the gradual improvements in the communication and other
essential services, the growth of Kampala
as and administrative and commercial town was irreversible. With increased
commercial activities, the population of Kampala
steadily increased which called for additional social services. Piped water,
water -borne sewage systems, street lights, housing estates, schools, clinics,
public transport were improved as Kampala
developed further. In 1949,Kampala
with a population of 58,000 people achieved a municipal status.
Industrial development
As the city expanded, the
swamps between hills were reclaimed and developed. The Industrial area steadily
expanded eastwards towards Bugolobi where railway sidings were constructed. The
industries established then, included clothing, fishnet manufacturing, steel window
frames, cycle and glass works etc. Satellite industrial centres were also
established near Lake Victoria at Port Bell
(brewery) and at Kawempe to the north ofthe city with food processing, soap
making etc.
Administrative centre
Kampala was initially a centre of
commerce and Entebbe
was the administrative capital. On the account of its central location and
rapidly expanding commercial and industrial activities, the capital was transfered
from Entebbe to Kampala . In 1962 when Uganda got its independence, Kampala with a population of 200,000 people
achieved a city status with further prospects for growth.
Transport hub
Kampala with a good network of
transport system, was a focal point "hub" for all roads radiating out
of the town to northern, southern and eastern Uganda . Agricultural products, food
and cash crops were easily transported to Kampala .
Likewise, locally manufactured and imported goods were easily distributed to
the consumers in the regional centres. The railway services that linked Uganda with the outside world improved on the
international trade and the importance of Kampala
as a commercial centre. The opening up of air transport services at Entebbe in 1934, added to
its growth and development.
H.E.P
Kampala 's power supply was initially got from diesel
generators which were introduced in 1938. Following the construction of Owen
Falls Dam at Jinja in 1953, cheaper and more reliable source of power improved
on the quality of life of the residents and encouraged industrial development
in Kampala .
Kampala city expanded rapidly. The
commercial area continued to expand northward and eastward along the lower
slopes of Nakasero hill while the industrial area was established on the flat
land between Kololo and Kibuli hills. The development of the city was in
accordance with a Planning Outline Scheme under which land use zones were
created to ensure orderly development. Planning for example, ensured that the
industrial zone along the railways was separate from the commercial and
business zones which in turn was away from the main residential areas of
Nakasero, Kololo, Mbuya and Namirembe hills.
Effects of political and economic disorder
(1970's - 1980's)
Kampala once a bustling commercial and industrial city, clean and
well lit was reduced to a ghost city by the economic and political chaos of
1970s and 1980s between 1975 and 1986, Kampala was a scene of dilapidated
buildings, broken down water and sewerage, communications, road and power
systems. However, over the past 13 years (1987 - 2001) Kampala City
has struggled to rebuild its image with improved and new service standards.
Kampala
today
Kampala is the fastest growing
urban centres in Uganda
with an estimated day time population of 2 million people. Its growth and
development since 1990 has been quite remarkable. The economic policies adopted
by the government in the revitalisation of the economy under the Economic
Recovery Programmes (ERP) of 1987, were quite instrumental in the generation of
new investments in and around the city.
National image
Kampala being the capital city
and essentially the first place of call by the foreign visitors, its image is a
direct reflection on the seriousness of the Government in the development
process. The first impression of the potential investors would apparently bias
their investment decisions. Through the World Bank loans, Kampala 's basic amenities which had
deteriorated were improved such as water supply and sewerage systems, power,
telecommunications and environment management.
Economic opportunities
Kampala 's growth and development
generated opportunities for a number of economic and social activities.
The-rural farmers have expanded their production capacities to grow more food
to the supply the ever increasing city population. The withdraw of government
participation in the provision of some basic social amenities created further opportunities
for private investment in schools, health services and housing.
Industrial development .
Government industrial land policy incentives, Kampala 's
proximity to markets and Entebbe
Airport , improved
transport network and warehousing facilities all have combined to attract more
industrial and commercial development. The industrial areas of Nakawa, Ntinda
and Nalukolongo have tremendously expanded and in many cases encroaching on the
wetlands.
Social services and employment
The comparatively better social amenities and prospects for jobs
in the industries and new services sectors in the city have influenced
rural-urban migration. This has in turn created new demand for various services
like housing, clinics, schools, car garages, markets and security firms.
New residential housing development
The expansion in Kampala
residential areas has been amongst the most dramatic developments of the City.
Low and middle income houses are being constructed by the private developers at
a faster rate that ever before, in response to increasing population, high rent
and the need for housing security in event of job cuts or premature retirement.
All the outskirts of the city have witnessed this unprecedented housing
development. Subsequently, the value of land around Kampala has more than tripled since 1990. The
water and powersupply systems have followed the expansion in residential areas
to serve the growing need.
Traffic Jam
The road network in the City is being redesigned to ease
accessibility and reduction in the traffic jam. The Northern by pass ring road
is to constructed in order to divert all the heavy trucks going to the
neighbouring countries away from the from the city roads.
Central Business District
In the central business district (CBD), most of the 49 years
leases expired and the old single storied Indian buildings are being replaced
with modern high rise buildings.
Administration
The city continued to
expand until it became necessary to divide it into 5 divisions (Municipalities)
to facilitate effective administration and controlled development. These are
Central, Nakawa, Makindye, Lubaga and Kawempe divisions.
Functions of Kampala City
Kampala is Uganda 's largest urban area and the
most important economic and political power house. It is the centre of trade,
business manufacturing, financial services, transport and communication,
education, health, entertainment and employment opportunities. Therefore, Kampala 's fast rate of
growth and development is inevitable.
Problems facing Kampala City
The rapid growth and concentration of people in Kampala exerted enormous pressure on the
ability of both the Central Government and Kampala City Council to adequately
meet the demands of the city dwellers. Like most urban areas in the developing
countries, Kampala suffers from insufficient
financial resources to carry out development projects in areas of housing
healthcare, education, water supply and sanitation as well as road
infrastructure maintenance.In specific terms, the major problems facing Kampala City include:
1. Lack of adequate provision of social
services
In
the past, the central government and Kampala City authorities used to provide
housing to their respective employees with some available for renting out to
other people. Due to rapid increase in population and inadequate housing stock,
proper accommodation is one of the biggest problems in Kampala, particularly
for the urban poor. This situation has contributed to the development of slums,
(see Page 151 Housing Shortage) Provision of other social services like
healthcare, Schools and clean waterare grossly inadequate.
2. Unemployment: In Kampala, it is
partially attributed to the general decline of the Uganda economy in 1970s &
1980s and the increased population in the city. Nevertheless, the impact of
unemployment has resulted in high crime rates and prostitution. Kampala city council with
the help of the police are working hand in hand to contain crime and
prostitution. Currently both the central and local governments have limited
employment opportunities. The available industries and other private
organistions employ a small proportion of college graduants and school leavers.
Subseqently, a number of the unemployed people are increasingly
joining the informal sector. Unskilled people are commonly employed as
hawkers,car washers, market vendors or boda boda (moped) taxi riders.However,
unemployment remains a big problem.
3. Garbage collection: Kampala's population
estimated at two million people has imposed serious consequences on garbage
collection in the city. Kampala
city generates about 1,000 tonnes of solid waste per day. The city authorities
collect only about 60% of the garbage in the affluent areas of the city while
in the slums garbage is rarely collected. To solve this problem, garbage
collection is now progressively being undertaken by the private collectors at a
fee.
4. Uncoordinated urban development: Uncoordinated and
unplanned development is amongst the most serious problems in Kampala. Kampala
has a complicated land tenure system with the structure and ownership shared
out with private and public land as follows: Uganda Land Commission (ULC) owns
10%, Kampala District Land Board representing Kampala City Council covers 3%,
Kabaka's land held under Buganda Land Board covers 27% and private
"Mailo" land covers 45%. Given this fragmented land tenure system,
planned and coordinated development is greatly hindered
5. Encroachment on wetlands: The physical landscape of
Kampala is made up of hills and valleys, the later mainly characterized by
wetlands. Wetlands control enormous quantities of water particularly during the
rainy seasons and only release it slowly. As Kampala 's population increased, many people
built houses in the wetlands and interfered with the natural flow of water.
This causes catastrophic floods during the rainy seasons. During the rains, the
people in the flooded valleys get a chance to empty their latrines by releasing
human waste into the running streams. Malaria and cholera diseases are
therefore common in over crowded wetlands. Examples of crowded wetlands include
Kifumbira slum, Bwaise, Kalerwe, Ndeba and Lufuka (Ndejje). Industrial
development has also encroached on wetlands in areas such as Nakawa - Ntinda
and Nalukolongo south westof Kampala .
6. Traffic problems
Kampala experience motor vehicle traffic congestions particularly
during peak times on the account of some of the reasons below:
- Narrow roads that were designed and built for lighter traffic of 1960-70
- Kampala's roads got dilapidated during the 1970s and 1980s
economic and political chaos due to lack of maintenance.
- Kampala has few roads that divert traffic away from the Central
Business District - (CBD). Most of the traffic is funneled through the CBD
hence congestion in the city.
- The numbers of vehicles increases regularly and it is estimated
that more than 70% of all the vehicles on Uganda's roads are in Kampala area.
- Unreasonable road users particularly omnibus (taxi) drivers.
Possible Solutions.
·
Widening the roads where possible.
·
Tarmacking surrounding roads to smoothen and divert traffic away
from the CBD.
·
Construction of satelite taxi terminals in the city's outskirts so
that taxis just transit through the CBD. Installation of additional electronic
traffic control signals.
·
Construction of flyovers, bye- pass or express ways in and around
the city.
7. Floods
Floods are a serious
problem in Kampala during any downpour. Most valleys and swamps around Kampala have been
encroached* on by the developers thus hampering natural water drainage. To reduce thus problem, developments in such
areas were stopped and the Nakivubo water channel that constitutes the biggest
drainage system in Kampala ,
was redeveloped under a $ 25m financing from The World Bank.
8. Street Children
One of the social problems
faced Kampala is that of street children. Many street children in Kampala came from the
central districts of Buganda Region. The reasons for their coming to the
streets were mainly mistreatment and child neglect by the parents and guardians
as well as HIV/AIDS prevalence that has left many children orphaned. To solve
the increasing number of street children, the government in collaboration with
the Police and Kampala City Council worked out a programme to resettle and
train them in different vocational skills.
9. Rural urban migration
Kampala has been severely hit by the rural - urban migration which
has led to increased population. Nearly every single day, people come to Kampala to taste better
life, seek employment, education and medical services. Many do not return to
villages. The increased population has constrained Kampala City
budget to provide social services for its residents. Kampala city day time population is about 2
million people.
10. Atmospheric pollution
Atmospheric pollution is increasingly becoming a danger to the
residents. The increasing number of cars and industries has meant pollution of
the atmosphere through gaseous emissions. These emissions are a health hazard.
With regard to industrial emissions the National Environment Management
Authority (NEMA) has put in place certain controls designed to minimize adverse
environmental consequences which include amongst others, Environmental Impact
Assessments (EIA), Environmental inspections and standards.
